Mexico IMMEX update: Temporary Import Limit

The Mexican government issued a decree on August 28, 2025, published in the Diario Oficial de la Federación (DOF), amending the Decree for the Promotion of the Manufacturing, Maquiladora, and Export Services Industry (IMMEX). The primary change expands Annex I to prohibit temporary imports under the IMMEX program for certain goods that have been harming domestic industries through low return rates on imported materials (e.g., high imports with minimal re-exportation after processing).

Affected sectors include footwear, sugars and syrups, ethyl alcohol, tires, and textiles and clothing. The footwear sector is particularly highlighted, as finished products under tariff headings 64.01 to 64.05 of the TIGIE (General Import and Export Tax Law) saw a sharp decline in return ratios (from about 6 pairs exported per imported pair in 2021 to less than 1 in 2024), negatively impacting local production and employment.

This aims to strengthen national sovereignty, boost competitiveness, foster sustainable economic growth, and protect jobs in vulnerable industries by restricting these imports and encouraging local manufacturing and value addition.
