Mexico’s Congress will considering approval of proposed tariff hikes on nearly 1,500 products from non-FTA countries while the government holds talks with those nations and considers changes to the proposal. Mexico President Claudia Sheinbaum stated on October 9,2025 that the plan seeks to increase tariffs by up to 50% on cars, textiles, clothing, plastics, steel, and other products, but it is under review to adapt for congressional approval this year. The proposal was submitted to the lower house in early September, where the Morena Party holds a large majority, and many analysts view it as an effort to placate U.S. President Donald Trump.
On October 7, 2025, President Sheinbaum said to media that Mexico’s government was analyzing potential adjustments to the tariff hikes. Her comments came a day after Ricardo Monreal, leader of Morena in the Mexican Chamber of Deputies, the legislative body, told reporters that Congress would “pause” the proposal for now and pick it up again at the end of November 2025. “We are reviewing the proposal very seriously,” he said. Given the lobbying and negotiations between Mexican and foreign related entities (including Chinese), is also possible that the proposed tariffs could be adjusted.
President Sheinbaum said during her daily press conference, “We are holding these meetings with different countries to see if we can adapt what we are presenting to Congress for approval this year.” This pause reflects Mexico’s efforts to balance domestic protection with international trade stability.
