MOFCOM began antidumping investigation on Mx pecans

China’s Ministry of Commerce (MOFCOM) announced on September 25, 2025 to initiate anti-dumping investigations into carya illinoensis (Mexico pecans) originated from Mexico and the US starting from September 25, 2025, according to a notice published on MOFCOM’s official website.

According to MOFCOM, preliminary evidence indicates that carya illinoensis imported from Mexico and the US are being sold in China at prices below normal value, leading to a sharp increase in import volume and a decline in market prices. This has suppressed domestic carya illinoensis prices and harmed China’s domestic industry, with a clear causal link between the dumping and the harm suffered.

According to China’s regulations on anti-dumping, under special circumstances, if MOFCOM has not received a written application for an anti-dumping investigation but has sufficient evidence of dumping, injury and a causal link between the two, it may decide to initiate an investigation, the ministry noted.

The dumping investigation period has been set from January 1, 2024 to December 31, 2024, while the industrial injury investigation period covers January 1, 2022 to December 31, 2024, said the ministry, noting that the investigation is expected to be completed by September 25, 2026, and may be extended by another six months under special circumstances.

In response of question about the investigation, a spokesperson for the MOFCOM said that under Chinese law and WTO rules, there are two ways to launch an anti-dumping investigation: First, upon application by the relevant industry; and second, by the investigating authority on its own initiative.

According to MOFCOM, evidence shows that carya illinoensis imported from Mexico and the US to China are being dumped, causing material damage to China’s domestic industry, said the spokesperson, noting that given the low concentration of China’s carya illinoensis industry and the large number of growers involved, the investigating authority, having obtained sufficient evidence to meet the requirements for initiating a case, has lawfully decided to launch the investigation on its own initiative.

Next, the investigating authority will carry out the investigations in accordance with the law, fully safeguard the rights of all stakeholders and make objective and fair rulings based on the findings, said the spokesperson.
