Mexico’s Final Anti-Dumping Duties on Shoes

On September 3, 2025, Mexico’s Secretariat of Economy (Secretaría de Economía) published the final resolution in the Diario Oficial de la Federación (DOF), imposing anti-dumping duties on footwear originating from the People’s Republic of China, regardless of the producer or country of export. This resolution concludes the anti-dumping investigation initiated on April 26, 2024, aimed at protecting Mexico’s domestic footwear industry from unfair competition.

The investigation period spans from October 1, 2022, to September 30, 2023, while the damage analysis covers October 1, 2020, to September 30, 2023. The products under investigation include various types of footwear such as boots, sandals, and sports shoes with specific materials for uppers and soles.

Detailed product descriptions encompass: i) boots with synthetic uppers and soles; ii) basic, formal, and dress sandals with synthetic uppers and soles; iii) choclo-style sports tennis shoes with synthetic uppers and soles; iv) choclo-style sports tennis shoes with textile uppers and synthetic soles; v) casual footwear with textile uppers and synthetic soles; vi) basic, formal, and dress sandals with textile uppers and synthetic soles. These items feature soles and uppers made of vulcanized rubber or plastic, or soles of rubber, plastic, natural or regenerated leather with textile uppers.

Boots cover the ankle without metal toe protection but may include non-metallic protection. Sandals consist of soles with straps, bands, or ribbons to secure the foot and/or leg. Sports tennis shoes are designed for activities like tennis, basketball, gymnastics, training, walking, exercise, and similar pursuits. Designs can be classic, fashionable, or modern for everyday use, with sizes for men, women, children, and infants.

During the analyzed period (October 1, 2020, to September 30, 2023), the products entered Mexico under numerous tariff codes from the TIGIE, including 6402.91.03, 6402.91.04, 6402.91.05, 6402.91.06, 6402.91.07, 6402.99.07, 6402.99.08, 6402.99.09, 6402.99.10, 6402.99.11, 6402.99.12, 6402.99.19, 6402.99.20, 6402.99.26, 6402.99.27, 6402.99.28, 6402.99.29, 6404.11.10, 6404.11.11, 6404.11.17, 6404.19.01, 6404.19.02, 6404.19.07, 6404.19.08, 6404.19.09, 6404.19.13, 6404.19.14, 6404.19.15, 6404.19.16, 6404.19.17, and 6404.19.99.

Currently, the products are imported under tariff codes such as 6402.91.06 (NICO 01, 02, 03, 91), 6402.99.19 (NICO 01, 02, 03, 04, 91, 92, 93), 6402.99.20 (NICO 01, 02, 03), 6404.11.17 (NICO 01, 02), 6404.19.02 (NICO 00), 6404.19.08 (NICO 01, 02), and 6404.19.99 (NICO 01, 02, 03, 07, 08, 09, 10). The unit of measurement is “pair.” Additionally, since April 23, 2024, a 35% temporary tariff applies to these codes for two years, with possible preferential treatment under trade agreements.

The final anti-dumping duties are ad-valorem rates, based on the preliminary resolution published on September 30, 2024, and confirmed or adjusted in the final one: Apache Footwear Limited: 17.99%; Zhejiang Bidibi Shoes Co. Ltd.: 17.59%; Putian Xinlong Footwear Co. Ltd.: 12.13%; Other appearing but unselected exporting producers: 13.79%; Taishan Dajiang Gongyi Yaxin Shoes Factory and other exporting companies: 17.99%.

These rates were determined from arguments, evidence, and responses submitted during the investigation. The process involved numerous participants, including Mexican domestic producers like Advanxe Manufacturera and Alfredo Shoes, importers such as Adidas Industrial and Puma México, exporters like Anqiu Haiwang Shoes and Fujian Dongfa Shoes, and industry chambers such as CANAICAL, CICEG, and CICEJ. Meetings, hearings, and evidence submissions ensured fairness.
