On October 12, 2026, Mexico’s Ministry of Economy published a resolution in the Federal Official Gazette, issuing a preliminary affirmative anti-dumping determination on adult bicycles originating in China, with a provisional anti-dumping duty of US$68.60 per bicycle.
The resolution states that this amount is lower than the dumping margin determined in the preliminary stage and is set at a level sufficient to eliminate the injury to Mexico’s domestic industry. Signed by Economy Secretary Marcelo Ebrard on September 28, 2026, the measure took effect on the day after publication, from October 13, 2026, and will remain in force for six months.
The resolution covers adult bicycles with wheels larger than 20 inches, commonly described as geared or non-geared mountain bikes, adult bicycles, mountain bikes, knocked-down bicycles and city bicycles, under tariff item 8712.00.05, NICO 03, or any other tariff item. Racing or road bicycles and electric bicycles are excluded. The duty applies to definitive and temporary imports, regardless of the country of provenance.
The resolution also notes that, under the tariff decree published on April 23, 2026, imports under tariff item 8712.00.05 are currently subject to a 35% import tariff, while qualifying originating goods may benefit from preferential rates under applicable trade agreements.
Which imports are exempt?
Under Mexico’s Foreign Trade Law, importers are not required to pay the provisional anti-dumping duty if they can prove that the goods do not originate in China.
What is the background of the investigation?
Mexico’s Ministry of Economy opened the anti-dumping investigation on adult bicycles from China on August 13, 2025 (case No. AD_08-25). The dumping investigation period covers January 1 to December 31, 2024, and the injury investigation period covers January 1, 2022 to December 31, 2024.
What are the next steps?
The determination is preliminary and the duty is provisional; the final rate may be higher, lower or withdrawn when the investigation concludes. Interested parties in the case have 20 working days from the entry into force of the measure to submit additional arguments and evidence. The Ministry of Economy has not yet published a date for the final ruling.
In addition, children’s bicycles from China are subject to a separate Mexican anti-dumping measure, whose final review resolution was published on September 8, 2026.
